Cycling in Princes Street Gardens

    This morning I made my way from Waverly to the Mound to try out the Electric bikes, available until 12 noon.

    I was cycling along the level path from Waverly Bridge to the bottom of the Playfair steps at 4mph as there were pedestrians.

    Some oik shouted out that I was not allowed to cycle in the park. He pointed to the sign on the entrance, as proof, which shows a cyclist walking with their bike.

    I later found this:

    Section 7.1 on page 2. which suggests I can cycle if I ride at a speed which does not put others at danger.

    Cycling
    The following acts are prohibited
    7.1 Cycling at speeds or in a manner likely to
    endanger other park users.

    But this is not the council website (or is it?)

    Can anyone shed some more light on this as I was cycling in a respectful manner and he just wanted to argue the toss.

    I wouldn't worry too much. Plenty of other prohibitions in those rules which are routinely ignored or flagrantly flouted on a near daily basis. Here's a few that sprang to mind:

    ---

    4.1 Behaviour which causes (or in the opinion of a Council Official is likely to cause) annoyance, offence, alarm or distress to any other park user.
    4.2   Any wilful or careless act which damages or removes any artefact, plant, tree, shrub, building, structure, equipment, 
furniture or fitting.
    4.3   Depositing litter except in litter bins provided for the purpose.

    5.1 Allowing a dog to enter in or on a children’s play area or area of the park that is designated as a ‘dog free area.’
    
5.2 Allowing dogs to foul in a public park unless the person in charge of the dog immediately removes the fouling (within the provisions of the Dog Fouling (Scotland) Act 2003).
    5.3 Failing to keep a dog under close control in any park.

    6.1 Lighting barbecues in areas or in a manner likely to burn or scorch the ground or cause danger or nuisance to other park users or neighbouring residents.

    I don't like that comparison - cycling slowly is far less antisocial than any of those things. I'd be happy with someone calling out any them, but yelling at someone cycling slowly in a park...kind of misses the point of a park.

    could legalistically be interpreted at any speed!

    When the Access Legislation came into being it was implied by CEC that Princes Street Gardens was exempt - ie no “responsible” cycling.

    I don’t think this was/is true.

    The prohibition is:
    "Cycling at speeds or in a manner likely to endanger other park users."

    DaveC clearly not doing that. My point was, even if he was (which he was not) very little chance of owt being done about it. As these other "prohibitions" demonstrate. Thus, oiks aside, he can rest easy.

    If I understand correctly I don't think it was a parks official who yelled but a member of the public, so enforcement doesn't really come into it. It seems to be more a matter of being able to confidently state that considerate cycling is permitted to anyone who feels the need to yell made up rules at people.
