“I think it was a spineless and cynical move to implement charges at the park and ride facilities,” he said, “especially as these are in isolated areas with no alternative parking options and no real alternative way of getting to them other than by car or bus.”

Probably not a wise move for the effectiveness of the scheme but I can see their point. Why should Fife Council bear the costs of a facility which exists solely for the benefit of Edinburgh by way of traffic reduction?
I hope Fife Council has effective parking enforcement for surrounding roads and streets because I foresee a Little France type scenario otherwise.
