Yes, Caulfield didn't muck about with gradients. This is an 18thC military road built primarily for marching troops and cavalry though capable of taking a coach.
For the record the Capables would dismantle their bicycles and get @steveo to carry them over the worst bits whilst brewing tea in a wood-fueled copper stove.

Can't help feeling that there's an element of fake news about that photo with a bit of 1950s photoshopping going on.
Certainly the angles look a bit less extreme if you look at other images online.
