Stormsure™? Appears to be a sort of shoe-gluing/sealant product but I think there's still half a tube in my fridge. There may have been a different specific product discussed elsewhere on here...
Shoe Goo could also do the trick? You can mend your shoes with it too...

Seems to be McNett Seamgrip.

Yes the McNett Seam Grip is super strong waterproof glue which has been used to fix tents etc. Works well on panniers. Comes in very small tube, maybe 8 quid? 'Fraid I used all mine repairing the ortliebs.
They are beyond seamgrip now but would probably work if I had old bits of other pannier and patched using the seam grip.
Was the pannier from the bike service white? I was tempted as Hannah and Chris had put the price down to "make us an offer"
@gembo black with white. probably same one. quite good really, but no longer waterproof :( to be fair, even just in 3 months it's don't a lot of heavy carrying.
