    If Edinburgh is lukewarm absolute zero is lower than scientists previously thought.

    The mere fact he is still adding unlikely to that sentence shows just how far removed from reality the government is. They were told pretty much immediately that to meet it they would need to dedicate 10% of the transport budget towards it.

    For them to get 1 year out and come up with this drivel of an excuse is pathetic.
