    Sue took up post as Chief Executive of Aberdeen City Council in December 2008. She has focussed on the complete re-structuring of services and a review of service performance, governance, accountability and financial performance. The Council satisfied the requirements of audit and inspection bodies in July 2009 resulting in the removal of special measures status.

    All council staff received this welcome message from her this morning (or all those with access to e-mail):

    On my first day in post as the Council’s new Chief Executive, I thought it important that I make contact with you to introduce myself. As the local authority for Scotland’s capital, the City of Edinburgh Council occupies a unique position in Scottish local government and I feel immensely privileged to have been appointed to this post.

    I have a very firm belief in the vital role that local government plays in providing key services to the public. People rely on so much of what we do to enable them to go about their daily lives. Of course, we also have an important duty to promote and develop our area and that is particularly the case here in Edinburgh. Whatever your role in the Council, I very much look forward to working with you.

    As I take up my post I am well aware of the difficult financial challenges facing local government. Over the coming months it will be my priority to address these and to shape the Council so that it is well equipped to further its journey as a high performing and efficient local authority.

    I hope I will be able to rely upon your support in the years ahead and I look forward to meeting as many of you as possible in due course. In the meantime I would like to pass on my very best wishes to you all for 2011.

    I see that as a very positive thing, given the previous chief exec preferred to see the council as an enabler rather than a provider.

    From Wikipedia;

    In May 2011, Kerr made headlines with an increase to his £189,000 salary whilst the [Wiltshire] Council cut 'hundreds' of jobs.[4][5] Whilst initially defending his pay rise,[6] after media and political pressure,[7] Kerr turned it down...

    After 18 months at Wiltshire Council he was paid off as a cost-cutting measure (a measure which cost £144,000 in itself). He then spent a year or so at Cardiff Council as Chief Operating Officer followed by ~18 months at Cornwall Council as Chief Executive.

    Someone bookmark this threat in their calendar for updating on the next CEO for Edinburgh Council in 18 months or so?

    Question - before councils had CEOs, which seems a fairly modern title, what did they have?

    Inteesting, section 199 gives the Corporation the power to build "cycle tracks".

    I also note in that document that there was special dispensation for those under 12 to cycle on a path or footway or to wheel across or push a bicycle along one.

    That is a truly shocking piece of journalism. If you make allegations against someone that are basically unsubstantiated you should name your source. The source seems quite ignorant of facts and also wishing for disciplinary action. Such action would not save the council money as the person being disciplined would in fact win and then seek a large payout when what appears to be happening is accessing a pension.

    And what do 'global cities' have? Bike lanes. Large pedestrianised spaces. Not dominated by motors.
