Computers used by stock traders all have to have the same length of cable between them and the central server, regardless of where they actually are in the building, to ensure no one has a speed advantage.
Presumably the UCI will be ensuring similar here to prevent "digital doping"?

That may be true in-house but there are some fierce speed wars out there.
When I am Dictator Benign of All Caledonia (not long now) it will be illegal to hold any financial instrument for less than 24 hours.

There are valid reasons why entities would want/need to hold a financial instrument for less than 24 hours.
