    This sounds to me like another one of the changes that was in plan before lockdown which is now being fast-tracked for action to help the large numbers of people taking their exercise as permitted under the rules. See also: the closure of Braidburn Terrace to motor vehicles westbound* as previously reported on the CV thread.

    * Although someone seems to have removed on of the barriers at the east end of the terrace, which means that motor vehicles can actually get through, whereas before only pedestrians and bikes could get through. Whether this was done officially, or by a local resident who wanted to access their property from the Braid Road mini roundabout rather than via Greenbank Place, I have no idea - though I have my suspicions.
