    MEDIA RELEASE

    TWO EDINBURGH COUNCILLORS CENSURED FOR BREACHING THE COUNCILLORS' CODE OF CONDUCT

    At a Hearing held in the City Chambers on 11 March 2026, City of Edinburgh Councillors Neil Ross and Marie-Clair Munro were censured by the Standards Commission for having breached the Councillors' Code of Conduct. This was for failing to declare an interest when matters concerning the Braid Estate 'Quiet Route' were being considered at meetings of the Council's Transport and Environment Committee and at a workshop.

    @gembo after many delays to the change from filters to protected lanes, they were due in January but delayed again due to said standards hearing. So work scheduled for (if I recall correctly) April will only go ahead if TEC doesn’t revisit this. Which is ideal, as it would be a significant waste of money just to find out through monitoring what we already know - that residential streets are safer with less through-traffic.

    There are some particularly militant locals who buck the trend and make a tremendous ruckus, including that they know and understand the various ETRO and TRO processes even though they’ve repeatedly demonstrated they know about as much on the subject as I do about writing short sentences.

    "Absolute scenes" as the kids say. What a mess. I'm still a little dissatisfied that there was no clear explanation as to _why_ Cllr Ross substituted in on the vote. I still have my suspicions that it's because Cllr Dijkstra-Downie would have voted the other way, which if I recall correctly (can't find the vote results) would have swung things. I absolutely agree that the decision does now need to be revisited.

    Yes, I think it's likely that Cllr Dijkstra-Downie didn't want to be seen towing the party line, so abstained and substituted Ross

    @pringlis that substitution is such a weird aspect - definitely off either way. If Ross subs in because he lives in the area and has a vested interest that's very clear intent to violate code of conduct... And otherwise being allowed to 'tag out' of a committee vote because of party line is another weird aspect, to me. If Lib Dems were doing so because of the latter they could surely have foreseen having someone who lives in the area sub in being problematic. Maybe it's both.

    Scott Arthur also said on Facebook that they'll have to "redo" the vote. Whatever that means.

    Cllr Munro is standing as an MSP in Edinburgh South, I wonder if this means she'll have to drop out. The Daily Record already did a bit of a hit piece on her for being sacked by MTV for faking her age on her passport so they may pick up on this too.

    Options 1 & 2 – I feel it is a mistake not to consider the option of reopening the road completely (as a benchmark if nothing else). I also feel an additional scenario of Option 2 with two-way traffic should be considered. Can these be included?
    Council Response – A full re-opening can be considered at each review.

    Cllr Munro is no longer on the Transport and Environment Ctte.

    She has been substituted for Whyte and Cuthbert who are both very experienced and far more dangerous
