Would the locals be interested InDoing anything to entice the youth away from their under aged drinking?

Imagine if those youth could cycle about anywhere they wanted. Meet up with their mates independently of their parents. The journey becomes part of the amusement.
Maybe drinking for entertainment wouldn’t be needed, desirable, or even seen as cool?
