Consultation on Increasing Parking Fines

    Transport Scotland have just launched a consultation on increasing PCN fines to £100 or £120 (reduced by 50% with 14 days). It's a much needed increase to the current £60 fine but likely to get a lot of negative responses. Worth quickly filling out: https://consult.gov.scot/road-policy/penalty-charge-notice-levels/

    Localised anecdotal evidence from Transport Scotland’s engagement with stakeholders on parking issues, including compliance of existing parking restrictions found that in some cases motorists may in effect be treating the PCN as a “parking charge” and writing off the cost for undertaking recreational activities or attending events, where e.g, all the passengers of a vehicle contribute towards the cost. Other respondents highlighted that the level of the charge may be insufficient to deter re-offending with some providing examples of motorists receiving multiple PCNs in a single day.

    Also this gem about another consultation way back in 2010:

    "Due to the lack of evidence at that time to support the call to increase penalty charge levels, the Scottish Government decided not to change the levels at that time. "

    What are the odds that will be the excuse used this time around too?

    @gembo, me too, but you have to wonder if a government that cannot raise the level of PCNs for twenty years is consulting in good faith here.

    Instead of the proposed schemes I suggested they implement a scheme with an exponential charge uplift to deal with repeat offenders (though I suspect that would require primary legislation).

    I considered a raven-based deterrent scheme (as they must be rather bored of their diet of bike thieves) but rejected it on the grounds of increasing obesity in corvids.

    Also odd that they will add pavement parking etc to the higher band (yay decriminalized enforcement) but they don't plan to adopt the relevant codes from Englandshire.
