The Scottish Government have proposed a major shake-up of Scottish local government. Replacing the current 32 unitary authorities with 6-10 regional authorities, and 120-160 "community authorities". Sounds good - kind of european...
Until you read that the "community authorities" will not be directly elected, but populated by the councillors of the regiional authorities. These councillors would be elected to existing wards!
At best, this means the community authorities are just area committees of the regional authorities. Too early to tell what it would mean for cycling, as the proposals are super vague. Can't help feeling that big regional authorities might be bad for smaller political parties with voters concerntrated in pockets within urban areas, such as the Greens. Although if decision making was pushed down to the community authorities than you could potentially get a lot of good stuff happening in areas like Leith.

In the short term, no difference - there will be elections next year
Medium term, late 2020s consultation shambles. SG says it’s listening and no decisions have been made
Long term, continuing chaos or amazing consensus about politics, the optimum model of local democracy and best ways of running services and deciding on strategic infrastructure etc
Or not
Whatever anyone’s politics (in a Party label sense) or whether Independence or immigration or climate change or cycling or warmongers or Growth (sustainable or otherwise) are the biggest concerns, redrawing maps (let’s start with agreeing a boundary between Edinburgh and Leith!!!) and paying Councillors more (which might be justified) isn’t going to excite/impress most (potential) voters in Edinburgh, Scotland, UK, much of Europe and large parts of the US
