You might expect an old building to be imperfect in this regard but the fire evacuation plan being "shrug, I guess just burn to death?" is particularly awful.
This is all of course quite surprising as the last cohort seemed to be packed to the gunnels with "disability campaigners". Perhaps relaxing on-peak van loading restrictions on the fourth floor would be an easy fix?
