What a surprise, not. Anyone with a wee bit of sense who actually read the consultation would have realised that was was supposed to be the out come. It was a classic focus group question aimed at achieving that out come.

a colleague commented he was surprised that it was as high as 2% to which I commented - that will be the 2% that have never riden and do not own a bike
all others that have any bike even unused and rusting the in shed suddenly see it costing them more money and see sense...

Here is a link to The Scotsman's take on it (I am not usually a fan of The Hoostman but The Hearld, Scotland's quality news paper didn't cover the story).

Digging a wee bit further, the Scottish Government published response to Cycling Action Plan on the 8th January here, just in case anyone is interested.

"5.2.4.... Respondents also took issue with the quality of provision. Many pointed out that cycle lanes were often badly maintained and there was a danger that potholes, manhole covers and even parked cars..." This sounds 'surprised' by issue of parked cars, but Edinburgh explicitly puts parking over cycle lanes. Bah!
