“Bid to ease tensions between locals and cruise ship cyclists”

Seems a little one-sided, with little understanding of balance of risks and benefits. I think use of the term "push-bike" is a give away.
I guess the underlying problem is not the cycles, rather the invasion of hundreds of tourists for a couple of hours from a cruise ship. They might as well be on foot, crammed into buses on narrow roads, or whatever. But they presumably also give some economic benefits.
