They could stick a few bike racks in though! Perhaps. Probably not "in their remit". Not sure what their remit is though, except to have a chairwoman and a chief executive for an organisation that can probably count its employees using an abacus.
The big problem is that the central area is car clogged and that makes it unpleasant of visitors. Want to have a world class visitor experience, give people space to walk and breath. City centrers are for people not cars!
