I think the development of a "national walking and cycling network" first appeared in National Planning Framework 3, published in June 2014. It was listed as one of 14 national developments. It also features in National Planning Framework 4, published February 2023 - although it is now the "walking, wheeling and cycling network".
Designation as a national development doesn't really mean much in practice - there is no budget attached to it. However, in planning terms it means only the detail of a proposal considered part of this development can be objected to, not the fundamental question of whether the development is needed - that is deemed to have been established by its designation as a national development.
