People using them won’t be checking OSM.
People using OSM probably know about desire lines.
With OSM, if it doesn’t exist (or under construction) the ‘path’ won’t have nodes joined up to ‘connecting’ paths.

I think the router is favoring the highway=cycleway over highway=footway, it might also prefer the paved surface.

Probably largely true although not every OSM user is using it directly, or through choice (i.e. might be used by another app/website).

Ok
It might prove to be controversial/unwanted, but in many case I think desire lines should be formalised - ie not mud.
If ‘we’/councils are remotely keen on encouraging walking (and cycling), things like this just shouldn’t exist!

Ok understand.
I know people that I’ve introduced to the idea/reality of desire lines and now notice them…
I think greater awareness is desirable.
But I’m not suggesting that everywhere that some people leave marks in grass should be tarmaced.
Places like this should probably have a low fence (a simple rail on top of these posts would work here) - to protect a new hedge -

That seems likely and demonstrates that CycleStreets routing is quite sophisticated!
Also (perhaps) that it is deliberately trying to quantify the effects of “informal” paths/surfaces and therefore the disincentives to walking and cycling!…
