A problem I have also experienced - especially a hazard for those riding fixed wheel and coaster brake bikes.
Makes a great case for velcro straps.

I swapped the laces on the trainers I commute in for shock cord. It's like a very thin bungie strap, climbers use it to strap stuff to them selves. It's got a bit of stretch so you don't untie them.
