    I thought that Clamping was outlawed by a Sheriff years ago?

  3. Black v Carmichael in 1992. It's illegal to clamp vehicles on private ground (in that case I think it was a shop car park). On the public highway I think it techniquely has to be the police, but obviously the DVLA has a power in terms of non-payment of VED - I presume a specific bylaw is being created for this.
