No this must be directed at the particular cyclist who decided not to buy.
That is because he/she obviously can't afford a car and therefore can't afford to own a luxury appartment at Quartermile.
Assume that's for the path going besides Starbucks, where the official cycle-parking-racks are located?
The only person I know who lives at Quartermile is a keen cyclist, though she had to sell a massive house in the Grange to buy it and had to get rid of a couple of bikes to be able to fit into it.
How times change.
This was once due to be demolished for hospital expansion.
