Precious few I imagine. No 'high end research' in cycling and walking.
Presumably their first task will be to develop a low carbon helicopter for wee Eck to do his presidential bit from. Next will be a low carbon Range Rover suitable for transporting ministers to their appointments, such as cutting the ribbon at the opening of the additional Forth bridge.
