Yeah, I'm puzzled as to why they want to encourage hydrogen vehicles travelling up and down the M4. The best argument for this type is fuel is that, whilst it doesn't bring down net carbon emissions, it would reduce inner city air pollution, so surely concentrating on Cardiff or Swansea city centres would be a better strategy. The vehicles aren't usually capable of high speeds either, so would be better suited to urban traffic. Though maybe the 'hydrogen highway' thing is just a catchy title.
... and the Welsh RU are pioneering the new M4 scheme :-)
