Reminds me of U Brakes.
One of the early innovations of Mountain Biking.
Worked wonderfully in California.
Not so well in muddy Britain.

@chdot, good question. I was wondering the same yesterday during the near gale force winds in the afternoon. Struggling along against the Mother Of All Headwinds, I observed that the folk with nice shiny bikes were nowhere to be seen!

I went to Ikea and back... at least I didn't have to pedal uphill on the way back.

Oh it was fine being propelled in a north easterly direction, going downhill. Quite zipped along! Less fun with a fully loaded trailer, against the wind, uphill. Granny gear, snail's pace like climbing Col du Tourmalet...(not that I've ever climbed it, but in my mind I did yesterday!)
