http://www.homezones.org for the UK picture: no official government support, piloted 10 years ago in 9 areas.
Basically we've ended up with 20mph limits instead, rather than home zones (woonerf) which would have been more than just a low limited, and anyway would have been limited to 10mph (based on other European examples).
