In principle, good. In practice...
"...as a private hire vehicle.."
Uh oh.
"...they are also considerably cheaper than the saloons often used in the private hire trade."
They're also considerably more likely to be attempted to be forced through gaps far too small for them, assuming that they'll be driven by the same drivers who currently drive the saloons often used in the private hire trade. Hopefully there'll be a grace period in which we get given a couple of extra inches until the drivers grow accustomed to the reduced vehicle width.

Both the firm and councillors pointed to the vehicle’s low emission status as a key attraction, and that its size would help to aid congestion.
The "Smart" car is an expensive distraction to the real issues, not some sort of world-saving "eco friendly" panacea. A "low emission status" does not mean "low emissions".

If I may present an opposite view... If people are still going ot take a taxi on their tod (and let's face it, unless we ban taxis then they will) this is a good step because emissions will be lower and the Smart Cars will take up less space on the road.
Yes. A rail link from the airport to the city would be much more preferable. As would businessmen conducting meetings by reomte means rather than flying in and out to do things face-to-face.
but just because we're not getting utopia doesn't mean we should knock back an improvement...

Oh Anth, I agree with you - I was making more a generic point about "Smart" cars. Personally I don't think you can get that many more cars on a road using Smart cars than Oktavias - you still need (sorry, this is Taxi / Hire drivers we're talking about, isn't it...) you still are meant to leave the distance between you and the other car infront, so even if a smart car is half the length of a saloon car, you can't actually fit twice as many of them on the road.
