    I recognise him. He came round to our door to tell us to report it when it got annoying not long after we moved.

    "Scottish Water, which owns the plant, blamed weather patterns."

    It seems to only be noticeable (one mile away, as the stench drifts) when it's cold and misty. It's certainly never as bad as (to pick a recent example) a neighbour ripping up their paved front garden in order to have their drains sucked by a cess-pit-sucking truck.
