Hmm - I see a lot more road cyclists than ever I can remember. I think they mean that a certain "type" of road cycling is on the decline - that associated with racing.
Certainly road racing is more popular than it's been for 20 years, with waiting lists for most events now. The advent of on-line booking has helped with this, but there is a lot more interest generally in this particularly demanding sport. What is becoming difficult is finding suitable courses with low traffic use.

Although I quite enjoy riding in a pack, I never felt like getting into racing mainly because I didn't like the idea of sharing the course with cars.
With the Olympics on the horizon it actually might be possible to make some policy changes at a high level - who knows?
