I've mentioned it before, but at work I am sometimes called upon to supervise the annual highway code test that our drivers (not just full time drivers, anyone using a company vehicle) have to complete annually, the low standard of knowledge continues to appall me.
If one hasn't bothered to read "the rules", or to learn the language of the information signs (posted for our benefit), then how can we criticise any other road user? How can we expect to ride/drive in a predictable and therefore safe manner if we do not know the rules to which other road users expect us to adhere?
Personally I'd like to see a mandatory highway code test as a recurring (annual?) requirement for any vehicle licence holders, maybe any cyclist /motorcyclist /driver should be given a highway code test upon conviction of any motoring offence, fines to be doubled if you fail? That should encourage people to read it!
