    Here's why legislation is required. Not all of Wales 'gets' active travel. Indeed many (presumably Mr and Mrs Toad included) are vehemently opposed to cycle lanes being built at all: http://www.cyclingnorthwales.co.uk/pages/cont_shame.pdf
