Well probably.
As you'll see from the Google Street View there used to be recycling bins in roughly the same place (without the "keep clear") and rubbish bins opposite (with). The bay for the latter was clearly bigger than the bins so perhaps bikes being encouraged to 'cut the corner' is 'correct'...
This junction is being re-done again because of complaints about cycling 'accidents' - and the realisation that there were even more pedestrian problems (it's on the way to Sciennes Primary for some pupils).
The traffic lights will make a big difference - but is it really a good idea to have bins so close? And as for that cycle lead-in lane!!!

Chdot - it would really help me if you could post short description of where the picture is, when you post them. Or is there some way to identify them that i am missing? I've tried clicking the link, but that just takes me to flikr, which doesn't seem to identify the place either.

If you click the photo and go to Flickr, caption is "West Savile Terrace 'before'".
The first photo isn't captioned - but it is geotagged (look for "map" in small print to right of photo - taken in Newington, Edinburgh (edit | map) )

A 'keep clear' box is just what these cars need ;-) Ferrari and Bentley courtesy of the Gold Brothers. Freshly painted yellow lines courtesy of CEC.
The cars are amazingly popular with tourists (as are the tartan shops which funded their purchase or rental).
There's always an admiring crowd gathered, armed with cameras.These two are just one of a fleet of Gold Brothers vehicles which are now part of the scene here in centre of town. Other cars are Bentleys, Aston Martins and a white Range Rover. Oh and another model of red Ferrari... Excessive... ? Recession?!
Oddly enough they encourage people to walk around on the road to take pictures which in some ways makes the street less frantic. In my view it is in effect a pedestrianised street with careful vehicle access.
The presence of expensive cars also makes other drivers take care. Shame about the pollution when they rev up though!

The West Saville Terrace changes puzzle me, because I've cycled through them for almost the last 10 years and consider it to be one of the least challenging / dangerous junctions out there (nowadays it's just a few seconds from our flat).
However, it is shockingly bad from a pedestrian point of view, with railings everywhere and enormous 'speed radiusing' on the westerly branch that served little purpose (ending as it did in a Give Way line). I was pleased to see that was being removed.

I always had the feeling that the West Saville Terrace junction was dangerous to pedestrians because they were fenced in. One of the major problems of this sort of traffic management is that is only looks at making things easy for drivers, keep all other road users out of their way. Much better to force them to slow down and take responsibility.

This is where all the bins are at the moment. Not really good to block the pavement - but perhaps better than blocking the road so close to the junction. Not clear if plan is to return some to other side of road (no markings).

Well, I was talking about the first photo. Still can't see the 'geotag'. Sorry.
On the second, yes, the flickr caption is useful, but the google street link doesn't work.
It would still be handy to have a brief description to accompany photos - like that one of MMW which I also failed to identify.

Though, certainly for the photo at the top here, the precise location isn't always the issue.

Reimnds me of Links Place/Links Gardens with the build outs to narrow the road to one lane as a 'traffic calming' method. Some have cut throughs for cyclists (but not all) and half the ones that have cut throughs have wheelie bin bays, or designated parking, blocking their use.
Proper cycling cities would shake their heads and laugh...

@Laidback - I hope you sent those pics to the cooncil and the polis?
the new setup reminds me a lot of this junction at Viewforth and Gilmore Place, there is never any chance of reaching the ASL if there is any traffic there
In fact I once shouted at someone sitting in the ASL on a red light "funny shaped bike that"... then realised I knew the driver who was a teacher from Sciennes... still, they deserved to know I thought.Posted 14 years ago # -
Don't think I've ever cycled _that_ intersection, but the one at 3 o'clock (in view you show) is nearly as bad -- ie heading away from tollcross on gilmore place -- worse still, is that cars are often held up by cars turning left onto viewforth (towards canal/fountainbridge), so if the bikes had got to ASL, they could go, but often they can't get there...
