That's some indignation in the comments, too, especially on the headphones bit. I wonder if NYC fines motorcyclists for riding with ear plugs in?
Unless there's overwhelming evidence that motorists are held to account with the same tenaciousness and ferocity, I remain unconvinced that this one wasn't another case of picking on road users who generally have the potential to do the least harm.
