The Royal Highland Showground at Ingliston is also likely to be included, but marches, demonstrations, and the city’s raft of festivals would not.

Sounds OK then hopefully.
Lesley Hinds, the city’s transport leader, insisted the move was just a proposal at this stage and that the reaction from the public would be key in determining whether to press ahead with the charges.
Does this councillor ever make a decision? Unless we're aiming for direct democracy where every decision can be debated by citizens in a forum then asking the public if they're ok with a proposal, when they'll clearly knock it back, is just spineless.
My impression is that the council is running scared. Most of its big transport initiatives of recent years have given the impression of having been so badly managed that they've turned into epic disasters - the congestion charge, the trams, TiE. The council has been kicked so hard it has bruises on its bruises.
Does this councillor ever make a decision?
Oh aye, but only when it's guaranteed to put the backs of whingeing cyclists up. Then she'll stick to her guns and no mistake.
