I read that as 'least' friendly and was momentarily confused.
Mind you, I've found the service there hit and miss.

How cycle unfriendly an employer should a bike shop be?

At first I was slightly surprised by the claim that very few Edinburgh bike shops are Cycle Friendly employers, but then I guess that they have the same challenges as everyone else. Providing space for getting changed, washing facilities etc. (I'm assuming these are the sort of things you need).
