I'm not really sure it needs to be mandatory tbh. Just a education programme that suggests people who don't are up to something...

What would stop a thief from entering a made up frame number?

Is there a database of frame numbers that the public can check to see if the bike they're buying is stolen? I'm guessing the police might have one but I'm not too sure they'd be happy with lots of folk phoning up, "I've seen a bike on eBay and just want to check if it's stolen".

Mind you there's probably a lot of people don't care if a bike's stolen as long as they're getting a bargain.

Asking them to see a picture of the FM on the frame?

They wouldn't have to - E-bay would effectively be providing a list of legitimate numbers to copy.
