Retailers in Paisley have struggled to compete against the draw of Glasgow's retail district as well as out-of-town centres such as nearby Braehead, which opened in 1999.
I don't think de-pedestrianisation is going to solve these issues.

I might be being a bit thick here but how on earth is "allowing traffic outside shopping hours" going to benefit retailers if they're closed? Are they looking to an increase in ram-raiding to boost insurance payouts perhaps?

just stick a mini motorway right through it

I dont think the objective is to boost retailers profits. More an admission that the town centre is dead, no pedestrians around, so why not re-allow cars?

Paisley has a long history of being dead. When Coates owned the place it was a town of the Empire, distinct from Glasgow. John Byrne, carpets, Alex ferguson and Chrysler saw it keep going until the 1970s. After that it was dead. it was at this time that they started pedestrianising areas, e.g. The Piazza which is Paisley's version of The St James Centre/New St Andrews House.
There wasn't a huge problem with cars in retrospect, nothing like today's congestion. pedestrian precinct was just felt to be a good idea to make Paisley not dead.
De-pedestrianisation is similarly not going to revive the economy, it is just an idea so that the buddies can be seen to be doing something about being dead
