I'm looking for a wall or ground anchor for my bike, as well as a cover to protect it from the elements. Happy to buy used and collect in Edinburgh - I'm not fussy about them being shiny.

You might find it hard to get a second hand ground anchor... I have one for my bikes (installed originally for my motorbike) in the garage and it is never coming out!

I believe I once got a cheap bike cover out of Tesco. Or perhaps it was Halfords. It did the job when my bike had to live outside.

That's held down with regular Allen bolts. Couldn't you just unscrew it and make off with the whole thing?
I have the same reservations with the bike rack at Airdrie train station.

The better ones come with ball-bearings to hammer into the Allen key-holes.
Yeah or you could drill out allen hex after fitting. Personally I'd chuck the rawl bolts and fit it with some Hilti HY 150. (other chemical anchor products are available) https://www.hilti.co.uk/holuk/page/module/product/prca_rangedetail.jsf?lang=en&nodeId=-214603
