Just to clarify, that is a contra-flow cycle lane, and segregated, apart from over junctions of course. So the cyclist was quite legally "travelling in the wrong direction".

I spend a fair bit of time in Belfast as my girlfriend lives in NI and the poor standard of cycling from certain elements probably encourages motorists to treat all with contempt and assume everyone is bad. So, much the same as over here, only potentially worse I imagine.
In this case though, it would look likely the driver was most at fault as the markings are clear. Having said that, there ought to be signs to warn motorists at such junctions.
