Scottish Cycling is proposing to create a network of Development Hubs that meet the needs of a range of disciplines around the country. The network will be a focus for participation growth, performance development and competition, club support and coach and official training. These Development Hubs will initially be based around current facilities and will focus on developing these facilities to improve them and expand their capacity to cover multiple diciplines where appropriate It is important to restate that not all disciplines will be involved at each Development Hub but the minimum requirements for each hub will include the following:
• A dedicated facility built to at least regional standard in at least one discipline
• Facilities to support entry into cycle sport for new participants
• Multi-club involvement
• Meeting/Coaching room
• Potential for year round use
• Eventually, Scottish Cycling would aspire to have one of its own Regional Development officers and/or a development officer from a local authority based at each Hub.
• Hubs to be linked to networks of on road and off road circuits appropriate to the disciplines catered for.
• Where MTB is identified, in addition to trails it is assumed that skills loops will be provided.
• Hubs should, where possible be linked to wider community sports hub provision.
The Development Hubs will be based primarily in discrete and significant centres of population. The exception to this would be in the Highlands where the specific assets of Fort William and Aviemore would justify them being linked satellite centres to the main Development Hub in Inverness.

19. In developing Hubs Scottish Cycling is looking at opportunities to join up with other sports and activities which might be able to share use of the facilities. This would include use of the facility itself by e.g. other wheeled sports but would also include use of the support facilities such as changing, showers, storage, meeting rooms etc. Thinking about the facilities you use do you see any opportunities for their use by other sports or activities in the area ?

The idea of "regional hubs" is party why CEC is planning to spend money at Hunters Hall.
