This is roughly how it actually is in the area where I was on holiday a couple of years ago (in Goa). There were few pavements; mostly people just walked on the road. They walked on the same side as the traffic, rather than on the other side as we're taught to do here; so the walkers were part of the traffic. The little country roads weren't so bad but the main roads were terrifying, as you can imagine.
I count myself lucky that I live in a part of the world where we have proper segregated walking lanes on our roads.
Mostly the walkers were either tourists or people too poor to have some other form of transport. I can't say I saw many sporty-looking walking helmets mind :)
