Apparently there are approximately 8,000 drivers with 12 or more points who haven't lost their licence.

To be fair, as I understand it, you get kicked out of the IAM if you get any points on your licence...

Many of these big points on licence still driving fraternity live near the isle of sheppey in Kent.
if 8000 is a small fraction of offenders where court has discretion then looks like there is a sat amount of bad driving
