    Apparently it's coming soon.

    First announced early last year -

    New methods of getting Scots active to beat obesity and ill health are to be developed.

    Physical inactivity contributes to nearly 2,500 deaths, costs the NHS £91 million each year in Scotland and is the fourth leading health risk factor behind hypertension (high blood pressure), tobacco and high blood sugar (diabetes).

    The Scottish Government will produce a National Walking Strategy to maximise the number of people using walking as a mode of transport, to get active and to stay active.

    Will it result in more funding than the Cycling Action Plan Scotland?

    3. NATIONAL OBJECTIVES AND TARGETS
    The National Picture

    3.1 The aim is to see more people making walking their first choice for short journeys and making more trips over longer distances by a combination of walking and public transport.

    3.2 The Scottish Walking Forum considers that there is benefit in setting national aspirational targets. These will provide guidance and direction to local authorities as they implement their walking strategies.

    The short term target is to halt the decline in the number of journeys per person made on foot.
    The longer term target is to achieve an increase of 10% in the number of journeys per person made on foot by 2012.

    It was embarrasment that stopped the first National Walking Strategy being published (honestly). Politicians didn't want to be mocked for issuing a strategy on something as routine/mundane as walking - they thought it looked too silly and people would point and laugh at them.

    The number of trips taken by foot has plummeted in recent years - partly due to a cycle of increased driving leading to a far worse pedestrian enviornment, which leads to further driving etc.

    As for cycling, the real issue is constraining car use, improving the infrastructure and improving the legal protection offered to pedestrians (strict liability). Chances of this happening in any meaningful way - close to zero.

Walking requires only a fraction of the space needed for using a car, is more economical – both for the individual and in terms of investment in public infrastructure – and causes no noise or air pollution. For longer journeys, it is the most carbon-friendly link to and from public transport. It is affordable for everyone and therefore is the most equitable of all transport modes.
