    The Scottish Government's targets for reducing transport emissions require at least 10% of all journeys being made by bike by 2020.

    The Climate Change Commission just published their report into emissions in Scotland in 2011. The headline figures are actually pretty good - but transport emissions haven't fallen at all the the last couple of years (there was a reduction due to the financial crisis). The report is pretty clear that the Scottish Government has to do more to encourage modal shift to walking and cycling.

    There also needs to be a massive uptake of electric vehicles and decarbonsiation of freight transport.

    None of this is looking very likely in the short to mid term. You can find the report at:
