Two witnesses and photographic evidence. I'd expect that would be sufficent for a prosecution nevermind the employers wrap on the knuckles.

Curious caption on the picture. "The TNT Express delivery driver is clearly pictured looking at his phone through a cloud of smoke."
Odd use of the word clearly in the caption as all you can see are his hands.

Do they? I regularly see people using mobiles while driving. How many hundreds of fines/points have been handed out over the last 3 years?
