    Also something that the man from the government mentioned was that this is specifically covering people who cause deaths while disqualified, even if it's an ambiguous situation and it's not clear who's fault it was.

    Why not impounding the vehicle? If somebody goes on a shooting spree they don't just take the license, I guess.
