Saw a new sticker this morning, that contained within a few words so many perplexing issues, I had to write a letter as follows:

Dear Mr Hufflett
I was saw a “Hire-it” van belonging to your Group in Edinburgh today. On the left rear side of the van it carried a notice that said something like “Notice to cyclists. This van may turn left. Do not pass on this side.” I have some questions about this notice:-
1. Do you agree that the law and the Highway Code state that, prior to turning left a driver must indicate that they are turning, and check in their side mirror to ensure that there is nothing at the side of their vehicle? (The van I saw was a small van, with no blind spots other than right behind its rear).
2. Given that it is a legal requirement for a driver to indicate and take observations prior to driving, and that this will ensure adequate warning of their intention to other road users, what is the need for an additional notice?
3. Does the existence of the notice indicate that your drivers intend to turn left without indicating or taking observations? In that case, the notice would be giving notice of an intention to break the law. However, if this is not the case, the notice is redundant.
4. Why do you only see the need for the notice on one side of your vehicle? Surely it is equally true that the van “may turn” right.
5. Why is the notice addressed only to cyclists? If your drivers are prone to turning left without signally or looking, then this is also a hazard to cars/ buses/ horses and carts/ motorcyclists, etc.
6. Do you agree that it is perfectly safe and legal for cyclists to pass slow or stationary traffic in bus lanes and bike lanes to the left of other traffic?
7. Do you agree that it is perfectly safe and legal for cyclists to pass slow or stationary traffic to the left, regardless of whether there are bus or bike lanes? The only hazard would come from vehicles turning left without indicating or using their materials - that is drivers acting illegally.
I would be grateful for answers to these questions.
Since it is my view that the only reasonable interpretation of your notice is that you intend for your drivers to act illegally, I am considering an approach to Police Scotland on this matter.
