    Under Item 7.2, of particular note, and as I suspected:

    ---

    3.9 The Council will utilise the Edinburgh Tram (Line One) Act 2006 to alter the layout of the road which ‘shall be deemed to be a determination of the right of passage along that road under section 1(1) (Powers and duties of local roads authorities) of the Roads (Scotland) Act 1984 (c. 54)’. As a result, a redetermination order will not be required for the roadworks at Picardy Place.

    3.10 Following this, the statutory procedures associated with the Traffic Regulation Order will commence.

    Traffic Regulation Order

    3.11 A Traffic Regulation Order will be required in order to deliver the design endorsed by the Committee on 25 January 2018, and as published on 17 April 2018 following a period of detailed design and stakeholder engagement. This Traffic Regulation Order will include:

    3.11.1 Changes to waiting and loading restrictions;
    3.11.2 Change to taxi rank locations; and
    3.11.3 Ban left turn to Broughton Street from York Place.

    In short, only motorists need object.

    Also, if you want to find out how CEC is getting on with various cycling, walking, parking, electric vehicle, transport schemes etc. check Item 5.2, Rolling Actions Log.

    For example, the legal process for introducing Sunday parking charges starts this month. Who knew?

    Papers for next Thursday's Committee meeting are online. Includes a climbdown on West Princes Street Gardens proposal, and also plans for on-street bike parking, and (possibly contentious) electric vehicle charging points roll out. looks like the bike parking will be on the carriageway, but the EV chargers will be on the pavement......I'm not keen on the latter I must say.

    Worth noting that these papers contain the Council's report on the parking review, which recommends the extension of CPZ to a number of areas. Among the first phase will be Abbeyhill, Leith, Roseburn and Corstorphine.

    Well I am sure there will be drivers who don't fancy having to purchase a residential parking permit. However the parking problems in these areas are insane - Abbeyhill and Leith Walk for example are dreadful for illegal and inconsiderate parking.

    Also worth reading the lengthy document listing all of the Active Travel projects - current and planned - and the strategy for delivering them.

    A lot there, but as usual with construction dates a few years in the future.

    The 'Active Travel' report is important. It seems mostly seems like a turgid description of 'governance' but also suggests that project management of the Active Travel programme is to be at least partially outsourced to 'Antara Consulting' and 'Turner and Townsend'. Who are these people, why are they needed and what's it costing..??

    Because for years CEC hasn’t employed and retained enough staff.

    Well maybe. Council avoids any liability for staff sick leave, maternity, pension contributions, etc. OTOH Council staff don't have to make a profit on the activity...

    Having had a scan read of the consultant's report, I think the recommended reorganising of the Active travel team is A Good Thing, which hopefully will help remove the bottlenecks suffered in recent years given the plethora of large projects underway.

    Also good to see the Powderhall Railway in there as a strategic project, and that there has been a bid for funding (presume for feasibility/design work).

    There is some good suggestions for active travel in there. Mentions also of the Bears Way (which I assume is a good example).

    Anything they can do to reduce speeds are Ferrymuir would be good but they are also suggesting that improving signage would be a solution.

    Surfacing the Dalmeny to Newbridge Link would be a great project. I'm not sure why they went all the way to Stanstead to find a comparison project. Presumably Arup recently worked on it.

    They tended to be available quite late in the day before (sometimes ~18:00), although since it’s the first committee in a while they’ve had more time to prep so potentially earlier.
