    Pleasantly surprised by the tone of debate on Active Travel Measures - Travelling Safely Update item. Took three rounds of voting but it passed with the Green amendment supported by SNP/Greens. Very glad that the Tory or Lib Dem amendments both failed early. Not sure when the Green amendment to the motion text will be published, but my understanding was that it's similar to the Labour amendment but removes some of the potential negatives.

    I'm hearing quite a few people praising "tone", "dynamic", "debate". I feel it is far, far too late to be satisfied with these. The ONLY measure the Council should be assessed on is "outcome".

    Yes, a few hard working Councillors deserve praise for a well-fought rear guard action to preserve most of what we already have. For that they have my sincere thanks.

    However, the outcome is that things will be worse tomorrow than they were today, despite significant effort from select councillors, campaigners and officials.

    Sorry if this feels a bit downbeat, especially when so many wizard new schemes are apparently just around the corner. I'll just point out that my first post on the Canal-Meadows thread says:

    Looks pretty good - my only gripe is that construction isn't due to start until early 2016!

    That's a fair point, Morningsider. "It wasn't as bad as it might have been" isn't much of a win but given the amendments presented and the potential politicking going on with LibDem/Tory/Labour "alliances" I was pretty worried. Most schemes live on and it's a good baseline to lobby for improvements.

    Being relieved it wasn’t worse is good.

    If you forget about Climate Crisis, Cost of Living Crisis, Energy Supply Crisis, Liz Truss Crisis it’s fine that we’ve almost got the same of the same.

    And the good news seems to be we're keeping the self-publicist.

    I’m standing by whatever I said before about some of the new Cllrs being ’promising’.

    BUT

    REALISTICALLY

    The idea that Cllrs are in charge of CEC or that CEC is in charge of itself is fanciful.

    Oh. Okay then. From how our glorious leader was talking this up I was expecting something a bit more substantive than a set of general principles, maybe some indication of where these networks are actually going to be and how extensive they are relative to each other.

    Still, taken on its own merits, TBH I'm not feeling the positive vibes others seem to. The wording seems calculated to provide cover for a "network" for bikes that's largely banished onto back roads and "quiet routes"; shoved out of most town centres and shopping streets by pedestrian priority and off main roads by bus priority, on-road back street routes will be all that's left. No commitment to directness for non-car modes, no commitment to modal filtering, and along with an explicit commitment to *preserve* parking plenty of hints that they intend the car network to be extensive.

    If this turns into anything more than a handful of signed back routes and painted lanes for bikes and a few bus priority measures thinly papered over the existing car-focused road network largely unchanged, I'll be surprised.

    Sadly I think the last paragraph is a good summary of ‘the plan’.

    I was (slightly) expecting some notion of dividing the city into sectors, as is being done elsewhere, and making it difficult to get between them

    In addition of course their is the question of resources and priorities.

    There is also ‘a plan’ to spend £1bn on a new tram line.

    Well bit of a false alarm on George Street, despite councillor Arthur's grandiloquent phrasing they're basically just progressing the existing proposal to detailed design and noting that the cost has bumped from 32 to 36 million. Sadly that does mean the key quibble from before is still in there - what exactly is classed as "essential" access outwith the specified late night loading period won't be defined until the detailed design has started, ie after the point where a "cycle street" rather than segregated lanes is already locked in, so if they decide to bow to the cabbie lobby it'll end up as more of a taxi street. Exactly how they plan to "balance" the needs and desires of hotels who want unrestricted access for giant coaches with the cycle street concept is also left unresolved. The junctions at least seem somewhat sensible, with decent priority for E/W cycle movement everywhere except Hanover Street which has to be fully signalised so they can keep pumping cars through it N/S. So *in theory* it remains an *okay* design, but if they cave in to any of half a dozen sources of motorised whinging it'll be trash.
