Would the Council / Universal Arts require a traffic order to completely close the cycle lane?

Would the Council / Universal Arts require a traffic order to completely close the cycle lane?
Tricky. It is just possible that the closure could be made under the current experimental TRO - which allows for minor changes to the scheme without the need for a new TRO.
What - closing a cycle lane is a minor change?!
The road is already closed to all classes of vehicle except bikes. Would extending the closure to include bikes be "minor" - not if you are a cyclist, but quite possibly if you never cycle.
I can't be 100% on this, as I can't find the text of the experimental TRO or how the Council dealt with the partial closure of George Street in previous years.
Probably worth asking the Council what, if anything, they have done.
