Using DrivePlus policyholders as a sample makes the outcome pretty meaningless. Also a pretty tiny sample size of 10,000.

2nd out of what, 4? Hardly newsworthy, more like propaganda - 'Hey Scotland, you're quite good at driving, buy more cars!'

Two out of ten, this particular set of data treats Scotland as a region.
I suppose part of the validity of this data is who is applying for driveplus? I think it's going to attract the Cautious Colins* and Careful Collettes* looking to lower their premiums, not the "otherwise law abiding" brigade of habitual speeders / mobile phone users / must-get-infronters/ double-yellow-line stoppers.
* any resemblance to persons living or dead is purely coincidental

Without reading the article it does sound like a pretty self selecting group of drivers although I suppose the others are also self selecting. Perhaps the headline should read
